[� <br /> �r <br /> �� <br />Feasibility Study <br />Grand River Ditch Company <br />Diversion Structure Project <br />Introduction (Need for the Project) <br />This project lies within the I-70 and Colorado River corridor in central GarField County, Colorado. <br />� The Grand River Ditch Company operates the Grand River Ditch for the benefit of the shareholders <br />by providing direct flow irrigation water from the Colorado River. <br />High water in the spring of 2009 destroyed a portion of the ditch. The Grand River Ditch Company <br />� wants to install a pipeline to make a permanent fix of this section. Proposed work will take place in <br />the fall and winter of 2010 during low flow of the Colorado River. <br />This past spring season, approximately 60 feet of a retaining wall of approximately 2,000 feet in <br />, length that protects the ditch from the Colorado River, collapsed due to an extended high-water <br />season. This section of the ditch has about'/ mile of various riprap material that is very old and <br />near failure. The wall has been in place for over 100 years. The river runs very close to the <br />' ditch bank on the north side of the river, and the ditch may be lost in the near future as the river <br />moves ever closer and the ditch seeps and slides into the river. <br />, <br />' <br />' <br />, <br />' <br />, <br />' <br />� <br />� <br />The proposal is to pipe the damaged section, riprap and install rock jetties in the river to divert <br />some of the energy away from the proposed pipe. The pipeline will prevent ditch seepage and <br />saturation of the bank between the ditch and the river. <br />The project consists of a concrete water control structure, about 1400 feet of two 48 Inch pipes <br />and related rock protection of both the pipe and structure. <br />Without controlling the seepage from the ditch, the bank will saturate having the potential to <br />repeat the damage with debris and rocks sliding back into the river. <br />Project Sponsor <br />The Grand River Ditch Company is an incorporated ditch company in the State of Colorado. The <br />Company has an elected board of directors that manage the day-to-day business and operation of <br />the ditch. The Ditch has a hired "ditch walker" to manage flows of water to the users of the ditch and <br />to do some maintenance work. The Grand River Ditch Company articles of incorporation and by- <br />laws are included in Appendix A. <br />Project Service Area and Facilities <br />This project lies within the I-70 and Colorado River corridor in central Garfield County, Colorado. <br />The Ditch is approximately 14 miles long, starting about 3 miles west of New Castle, Colorado, <br />on the north side of the Colorado River and ending about a mile east of Rifle, Colorado. <br /> i' <br />
