The supply of water to all users will be interrupted if this section of the ditch is not improved to <br />current standards and needs. Failure of the ditch bank will cause additional sediments entering <br />the Colorado River. Soil erosion will increase in the ditch itself and from adjacent fields. This <br />project will insure the proper use of water to the users down ditch and help maintain cleaner <br />water in the river. <br />This section of the Colorado River is heavily used by River Rafters and by anglers fishing for <br />various species. The Grand River Ditch is already meeting the demands of M&I water supply <br />and recognizes that will be a need in the future. Failure of the ditch bank will cause additional <br />sediments entering the Colorado River. Soil erosion will increase in the ditch itself and from <br />adjacent fields. This project will insure the proper use of water to the users down ditch and hetp <br />maintain cleaner water in the river. <br />The Ditch Company is continually dealing with changes and challenges caused by demands <br />from non-traditional agriculture users. Developers are requesting to dump additional water into <br />the ditch from street and gutter drainage, and to pipe the ditch for crossings and to reduce <br />hazards of water within the development. <br />The Grand River Ditch Company is experiencing change from Agriculture use of water to uses <br />in the Town of Silt for raw water use and by industry. The Agricultural use is changing to <br />smaller land owners growing hay and pasture, some nursery and tree farms with very few <br />conventional agriculture crops. <br />Conclusions <br />1. The Grand River Ditch Company is an incorporated entity in the State of Colorado with the <br />ability to enter into a contract with the CWCB for the purpose of obtaining a Construction <br />Fund loan. <br />2. Rights-of Way easements are adequate for the construction of this project. <br />3. The project would provide for the continued delivery of irrigation water to share holders. <br />4. The total estimated cost of the project is $538,000.00 million and this will be financed, in <br />part, by in-house financing, in-kind services, and a grant from the Federal Emergency <br />Conservation Program. The Grand River Ditch Company is applying for a$538,000 loan <br />from the CWCB Construction Fund for the amount not covered by the federal grant. <br />5. Grand River Ditch Company is eligible for a loan from the CWCB Emergency Infrastructure <br />Repair Account because the project is necessary to avoid unreasonable risk of injury or <br />damage to human health or well-being or to property or crops, and because the emergency <br />condition is not the result of negligence in the operation or maintenance of the infrastructure. <br />6. The project is technically and financially feasible. <br />
