Randolph Seaholm <br />September 27, 2000 <br />Page 2 <br />8 \1983- Senior Water Resource Specialist <br />11 \1993 Hydrologic and Interstate Streams Investigations Section <br />Colorado Water Conservation Board <br />Extensively involved in work on Colorado River Compact issues and the development of <br />annual operating plans for Colorado River reservoirs. Worked with water users on <br />developing consumptive use and loss estimates and the development of future depletion <br />projections for the Colorado River Basin. Work involved the application of this knowledge <br />to the Colorado River Endangered Fish Recovery Program and Salinity Control Program. <br />Also worked on studies or reports related to the Arkansas River Compact, Rio Grande <br />Compact and South Platte River Compact. <br />The instream flow program was also part of this section up till 1990. Work in this area <br />included water court resume review, recommendations to the Board on statements of <br />opposition, field data collection, recommendations to the Board on instream flow amounts, <br />hydrologic investigations and water right analysis in support of the instream flow <br />recommendations. Work also included resolving opposition to Board filings and Board <br />opposition to water right filings that might have adverse impacts to state instream flows. <br />Major accomplishments in this area included the Blue River instream flow decrees, transfer <br />• of the conditional water right donation on the Gunnison, and the first donations on Boulder <br />Creek with the City of Boulder. <br />8 \1980- Senior Water Resource Specialist <br />8 \1983 Flood Control and Floodplain Management Section <br />Colorado Water Conservation Board <br />4/1977- Water Resource Specialist C <br />8/1980 Flood Control and Floodplain Management Section <br />Colorado Water Conservation Board <br />Responsible for contracting for topographic mapping, field surveys, the development of flood <br />hydrology, and the hydraulic analysis necessary to delineate floodplains on the topographic <br />maps. Also worked on several flood documentation reports, some of which were instrumental <br />in obtaining disaster assistance or other federal funding. Reviewed floodplain reports and <br />recommended designation by the Board as appropriate. Provided expert testimony in water <br />court as required. <br />C] <br />
