i� <br /> I � 6. <br />� <br />� <br />� <br />TAX, SPENDIlYG AND DEBT LIlVIITATIONS <br />In 1992 Colorado voters approved an amendment to the state Constitution which is commonly known <br />as the Taxpayer's Bill of Rights or the TABOR Amendment. The amendment applies to all units of <br />local governments and limits taxes, spending, revenue, and multi-year debt (excepting bond <br />refundings to lower interest rates and adding employees to pension plans). The District has held an <br />election to exempt itself from the TABOR amendment obligations. <br />The District believes that it is in �ompliance with the provisions of TABOR, as it is currently <br />understood. Many of the provisions may not become fully understood without judicial review. <br />7. No amounts were payable to this board member at year end. <br />� <br />
