� <br /> � <br />Swan's Nest Metropolitan District <br />Feasibility Study for the CWCB Loan Application <br />May 2010 <br />� Introduction <br />The information presented in this feasibility study is provided to support Swan's Nest <br />� Metropolitan District's (SNMD) request for a loan of $150,000 from the Colorado Water <br />Conservation Board's (CWCB) Water Project Loan Program to finance the payment for <br />� settling a dispute about the ownership of water rights and other assets, which SNMD <br />has historically utilized, and continues to utilize, for its municipal water supply. In <br />exchange for the settlement payment, the District would acquire clear title to these <br />� water rights and related assets. In accordance with CWCB policy, the costs of water <br />rights acquisition are eligible for a CWCB loan if the acquisition satisfies an existing <br />� water need. The report sections below document the District's water system and the <br />need to acquire clear title to the water rights for the water we are currently using. In <br />addition, information is provided regarding the appraisal of the water rights and <br />� associated value of the water rights. The study sections follow the general format <br />discussed with the CWCB staff and outlined in the CWCB's Guidelines for Financial <br />_. Assistance. <br />To complete this study we relied on information from the original District Service Plan, <br />and detailed appraisal by HRS Water Consultants which is included.
