� <br />� <br />1 Introduction <br />1 <br />' <br />, <br />, <br />� <br />� <br />' <br />i <br />' <br />� <br />Feasibility Study Stagestop <br />Augmentation Reservoirs <br />Rehabilitation <br />The Stagestop subdivision occupies approximately 1460 acres of land which lies in <br />parts of Sections 1, 12, 13, 14, 23 and 24, Township 9 South, Range 75 West, all in <br />Park County, Colorado. Stagestop has 500 single-family residential lots. The water <br />supply for each lot is obtained from individual wells. The depletions in ground water <br />resulting from these wells occurs in the drainage basin of the Tarryall River and are <br />offset by an augmentation decree which includes storage and release of water from <br />Old House Creek. The storage reservoirs used to support the augmentation decree <br />have developed serious problems including piping on the outlet culverts, leaks within <br />the culverts draining the reservoir structures, and structural problems with the water <br />control mechanisms. To maintain the augmentation decree and preserve the right to <br />drill wells in the Stagestop subdivision the reservoirs must be restored to a safe <br />working condition as designated by the Colorado Dam Safety Engineer and must <br />maintain the storage capacity required by the augmentation decree. Stagestop <br />Owners Association is requesting a loan of $190,588 to help finance the <br />rehabilitation project. <br />Project Service Area and Facilities <br />The water augmentation reservoirs are located in Section 15, Township 9 South, <br />Range 74 West all in Park County, Colorado. Section 15 is located in the Lost Park <br />Ranches subdivision. The augmentation reservoirs are located in Filing #2, on Outlot <br />A. The reservoirs capture approximately 12.5 acre-feet of the Old House Creek <br />water flow for the storage requirement of the augmentation decree. All excess flow <br />continues to drain under the Tarryall road (CR77) into the Tarryall River as part of <br />the augmentation decree. For more details see maps and photos on pages 9 to 12. <br />Project Sponsor <br />The Stagestop Owners Association (SOA) is the legal entity representing the <br />� property owners in the Stagestop subdivision. SOA was incorporated in 1976; the <br />articles of incorporation, covenants, and by-laws are included in Appendix A. SOA <br />has managed the Stagestop subdivision continuously from 1976 until the present. <br />, SOA's prime responsibility as set forth in the water augmentation decree is <br />enforcement of the decree regarding wells and water rights. SOA is also responsible <br />for enforcing the covenants and by-laws of the subdivision. The covenants and by- <br />� laws of Stagestop empower the SOA to collect dues and special assessments from <br />the property owners as needed. SOA currently collects $73.00 per year/lot in dues. <br />Special assessments are levied as needed for extraordinary situations as they arise. <br />, SOA owns the water rights called out in the aforementioned augmentation plan.
