At the November 2004 Board Meeting, the Boazd approved a$20,200,000 <br />loan to the District to purchase water xights and to construct lined gravel pit stora.ge to provide <br />well augmentation to its members. The District is requesting, that in addition to water rights <br />purchases and lined gravel pit storage construction, that groundwater recharge projects be added <br />to the project scope. <br />BACKGROUND <br />The Central Colorado Water Conservaney District (District) was formed in 1965 under the <br />authority of the 1937 Water Conservancy Act, and includes over 750 square miles in Adams, <br />Morgan & Weld counties. In 1973 a Groundwater Management Subdistrict (GMS Subdistrict), <br />was formed to provide well augmentation to its members. Currently the GMS Subdistrict covers <br />966 wells for 650 members. The GMS Subdistrict has received two CWCB loans totaling <br />$20,000,000 for the purpose of purchasing water rights and constructing gravel pit storage for <br />well augmentation. A$15,000,000 loan was approved in November 2002, and a$S,OOO,OOO loan <br />was approved in November 2003. All work associated with GMS Subdistrict has been <br />completed. <br />� On January 8, 2004, an additional subdistrict, the WAS Subdistrict, was formed to provide <br />augmentation water for junior well owners located in Adams, Morgan and Weld counties, most <br />of whom were previously covered under the GASP (Groundwater Appropriators of the South <br />Platte) plan of augmentation. The WAS Subdistrict occupies about 78 square miles, with the <br />
