A deck is proposed along with the picnic shelter
overlooking the remainder of the park. An area for grass volleyball is provided
near the shelter. There is an area of open turf east of the shelter complex that is set
six feet lower. This turf area is large enough for pick -up field sports or a practice
area for younger sports teams. A one -way parking lot provides fifteen parking
spaces, but it should be noted that this is intended to be a walk -to park facility. A
concrete path circles the park providing a trail for walking, biking or in -line
skating. The trail would extend to the west making a connection to the Riverview
Sports Complex. The park identification sign is on a slope facing the street.
3.3
FUTURE NEIGHBORHOOD PARK DEVELOPMENT
3.3.1 New Neighborhood Park Locations
Criteria for locating new community or district parks is addressed elsewhere in the
Parks Master Plan. New neighborhood parks should be created wherever
significant new development (e.g. subdivisions of greater than 30 lots) is proposed,
and where there is no park in existence within a reasonable (e.g. '/z mile) walking
distance of the new development. The Kroeger Ranch, Ewing Mesa, Koshak
Mesa, and Grandview are areas where new development is anticipated, and thus
where more neighborhood parks will be required, (except where a community park
is developed). Mini -parks should also be required in subdivisions of more than 5
lots or more than 10 apartment units.
There are several existing developed areas where new neighborhood parks should
be pursued, including the Florida Road vicinity east of East Animas Road and in
the Lightner Creek /160 West corridor.
The Benefit Service District for Impact Fees (Dedication
Requirements)
The explanations provided and the policies recommended in this section form the
basis for the City's rationale for, and linkage between, exactions (mandatory land
dedications or the payment of fees in lieu of land dedication) and the facilities
provided.
In an earlier section of this Parks Master Plan, Level of Service (LOS) standards
are established for Durango's parks system. Generally speaking, Durango's
existing neighborhood parks meet the established standard but Durango does lack
sufficient community or district parks to meet the existing and projected park and
recreational needs of the population (and the associated LOS standard).
3.3.2
Durango Parks Plan
25
The LOS analysis establishes the basis, and supports the requirement for, public
land dedication for park purposes. The use of parkland dedications is an
established method for municipalities to help a community meets its park needs.
Failure to create new parks will continually leave the City short of its projected
levels of service.
Given the needs identified in the LOS analysis, the size of Durango, the location of
its existing and projected residential neighborhoods, as well as the topography/
geography within which Durango's development must fit, it is clear that parkland
dedication and the payment of fees in lieu thereof must benefit all the City's
residents. The entire population of the City benefits for the following reasons:
Durango's existing neighborhood parks and the historical way they have
been developed has resulted in use of neighborhood parks as substitute for
community parks, utilized by neighborhood residents and non - residents
alike.
Durango's parks serve a wide variety of population groups: senior
citizens, toddlers, children, young adults and adults of all ages. City
residents all utilize Durango's existing parks system in a variety of ways.
Page 4 of
ttp: // web. durangogov .org:88 /isysquery /3e5177b6- 9341 - 4802- 9b32- 9da5120e9f66/6 /doe/ 2/9/200
