This section describes the logic leading to each exclusion. <br />Given that the purpose of this residential buildout study is to estimate potential <br />future demand for water rights, municipal areas were excluded as well as current <br />and future annexation areas, such as Grandview, <br />which are likely to receive municipal watar service <br />on a wide scale. Special districts and areas in <br />reach of water companies' distribution lines were also excluded, assuming future <br />development will take advantage of existing infrastructure and expand as necessary. <br />The Animas Water Company exclusion area was determined by locating properties <br />and subdivisions within 200 feet of existing distribution lines (GIS file obtained from <br />La Plata County GIS). Other service area boundaries were obtained from Tax <br />District information derived from the Assessor database. <br />Vacant subdivision lots created before 1972 are also excluded because they are <br />entitled to an exempt well. <br />In the downstream planning area, Florida Mesa, the entire northern tier of the <br />planning area is excluded because of its proximity to the City of Durango's <br />Grandview Planning Area. Future densities in this area are uncertain, it extends too <br />far north to be considered roughly downstream of Santa Rita Park, and municipal <br />utilities are likely to be distributed in the area. <br />Properties that are exempt from paying La Plata County property taxes are unlikely <br />to contain significant levels of future residential development. Exempt properties <br />include government, religious /charitable uses and organizations, deed restricted open <br />space or common space, and other properties where residential development is <br />unlikely for a variety or reasons. Exempt properties were identified and excluded by <br />linking the parcel layer with the assessor database. <br />xxt p.. 970.382.9153 7 <br />
