efficiency of parking, travel and maintenance they should be grouped together in a
complex. This is generally possible only in Community or Regional Parks. In a
large park lighting is usually possible, which greatly increases the hours of use of
the fields.
To meet the demands for recreation facilities that belong in Community Parks, the
recommended level -of- service is 3.5, a level felt to be realistically achievable over
the next decade. Nonetheless, setting this LOS at 3.5 will result in the need for an
aggressive park development program if population grows as projected.
The existing LOS and the requirements to maintain that LOS over the next 20
years is shown below in Table 7. The recommended levels -of- service (LOS) for
Durango City Council's consideration along with its capital improvement
requirements is shown in Table 8. With regard to future needs, the recommended
LOS for each type of park is multiplied by future population estimates to show the
total number of additional facilities (over and above existing) that will be needed
over the next 20 years to achieve the proposed 3.5 level -of- service (e.g., in 2020
approximately 37 more acres of Community Parks will be needed, which, added to
the existing 37 acres, equals 74 total acres).
Table 7 Existing LOS for Future Parks Needs
Table 8 Recommended
Existing
2000
2010
2020
1 2010
Acres
LOS
New
Total acres
New
Total acres
New
Total acres
Community Park
37
2.5
0
37
8
45
8
53
Neighborhood Park
62
4.1
0
62
12
74
12
86
Playgrounds
18
1.2
0
18
4
22
3
25
Table 8 Recommended
LOS for
Future Parks Needs
Recommended
2000
1 2010
2020
Acres
LOS
New
Total acres
New
Total acres
New
Total acres
Community Park
37
3.5
16
53
10
63
11
74
Neighborhood Park
62
4.1
0
62
12
74
12
86
Playgrounds
18
1.2
0
18
4
22
3
25
Given the long lead times required to obtain and construct these kind of facilities,
especially in the context of a Community or Regional Park, it is imperative to
begin planning now to achieve the 2010 needs.
It should be noted that even for those facilities for which a significant change in
LOS is not proposed (playgrounds, basketball courts), the projected growth of the
City population will necessitate a significant number of new facilities by 2010 and
even more by 2020.
By maintaining the existing LOS, by the year 2010, if population grows as
projected, the City will need:
4 new playgrounds
3 new tennis courts
1 new basketball court
1 new baseball /softball field
No new soccer fields
tttI
