Sports Complex) There are other facilities that are reserved to the provider (the six <br />tennis courts at Durango H.S.) but are available to the public when not used by the <br />school. There are also several that are "available" but facilities whose physical <br />condition renders them unsuitable for City recreation programs. <br />To reflect these varying conditions in the following sections, levels -of- service are <br />calculated for: <br />a) facilities that are generally, reliably available for City recreation <br />programs through an existing use agreement, or if the facility is on <br />City Property (City- controlled LOS), and <br />b) all facilities generally available to the public and in a serviceable <br />condition (Total LOS). <br />City- controlled LOS is used for calculating future facility needs primarily due to <br />reliable use for City recreation programs and the ability of the City to maintain or <br />upgrade the facility over time. Although total LOS facilities are generally <br />available for public use, there is no obligation on the part of the City to repair or <br />replace these facilities if the property owner changes the use.
