There is a unique richness to Durango; particularly with regard to the significant <br />quantity of public lands adjacent to Durango for hiking, mountain biking and open <br />space. The levels -of- service analysis took into consideration available public lands <br />as well as developed parks for active recreation. <br />To arrive at a recommended level -of- service for Durango, the following factors <br />were considered: <br />A) Existing level -of- service; <br />B) Input received from the public through public meetings, focus groups and <br />survey results; <br />C) Staff observations about the adequacy of existing facilities to meet current <br />recreational needs, as well as participation trends over recent years (is a sport <br />growing or declining in popularity?); <br />D) Potential gain or loss in facilities (such as the expiration of the City's lease on <br />the Ft. Lewis College softball fields). <br />Setting levels -of- service (LOS) is admittedly a very subjective determination, and <br />one that needs to be embraced by the policy makers of a community. One needs to <br />bear in mind, when considering the subject, that the level -of- service is primarily <br />intended to be a reflection of community judgment rather than an intrinsic <br />prescriptive tool. <br />2.3.3 Community or Regional Parks <br />With regard to the sports field element of Community Parks, there is a current <br />shortage, and it will only increase with additional growth.
