Summary: The 15,700 AF of diversion for "La Plata County Higher Density" in Table D of the Harris <br />report is not reasonable because it is based solely on a theoretical planning scenario developed by <br />planning consultants to inform nascent long range planning efforts. <br />COMMERCIAL AND INDUSTRIAL <br />The Harris report states that diversions resulting from commercial and industrial uses could total <br />10,000 AF. Although Mr. Harris does not specify, RPI assumes that this 10,000 AF is for La Plata <br />County because the San Juan County non - residential uses were included in the report's San Juan <br />County calculations discussed below. Since the report contained no citation, derivation, or <br />methodology, RPI analysts evaluated this estimate heuristically by asking the question: How much <br />commercial or industrial activity would 10,000 AF support? <br />Since employees are a tangible measure of non - residential activity, RPI estimated how many <br />commercial employees would be possible with 10,000 AF as shown in Table 6. <br />The Harris report states that the demand for the 10,000 AF will come from future commercial and <br />industrial land uses upstream of the Boating Park. Currently, none of the upstream land use plans that <br />guide future land uses have designated properties for industrial land uses. The La Plata County <br />Assessor assigns a use code to each parcel, that specifies both industrial and commercial. A GIS- <br />based query of unincorporated parcels upstream of the Boating Park revealed several commercially <br />designated properties, but no industrially classified uses. Industrial land uses are not part of the <br />current inventory or future plans for the upstream unincorporated areas. <br />Future retail, lodging, recreational, office, and even limited institutional land uses are a possibility <br />upstream of the Boating Park given the current land use inventories contained in the assessor data. <br />Wastewater Engineering Treatment, Disposal, and Reuse, by Metcalf & Eddy is a recognized standard <br />information source for planning level water use data.
