additional utility information was gathered through record drawings and potholing for <br />critical facilities. Trenchless crossing methods (horizontal auger, conventional trench boring <br />machine or microtunneling) will be used where required for major highways to minimize <br />traffic control issues and greatly reduce public inconvenience. Roads with volumes less than <br />10,000 average daily traffic may be considered for full closure if allowed by the local <br />agencies and if appropriate detours and traffic control plans are developed. <br />Proposed Future Development <br />Several alternatives were evaluated for the proposed alignment through the Brighton <br />corporate boundaries, and the final alignment was selected with input from the City's <br />engineering staff to avoid conflicts with existing City infrastructure and future <br />development. The selected alignment will parallel the city's future sewer and drainage <br />facilities through the Palomobo property, thus establishing a utility corridor in an area that <br />will likely develop as commercial property. The route across the Elkhart LLC property <br />south of Sable Road will follow the E-470 ROW around the northern perimeter of the <br />proposed Adams County office complex. <br />Special Crossings and Land Use Assessment <br />Several locations have been identified as special crossings that require a trenchless method <br />to be utilized. Special crossings include certain road crossings, railroad crossings, canals and <br />waters of the United States that may result in federal action if they were not crossed using a <br />trenchless method. It may be necessary to modify the construction technique depending on <br />final determination of the existence and extent of jurisdictional wetlands or waters of the <br />U.S. as determined by the USACE. <br />Pipeline Segment 2 Alignment <br />Several alternative locations for the Pipeline Segment 2 crossing of the E-470 corridor, and <br />alternative pipeline corridors were evaluated. T'he 26th Avenue site was selected as the <br />crossing location for Pipeline Segment 2 due to adequate ROW widths and minimal conflicts <br />with existing and planned facilities. Initially, the pipeline route was recommended to run <br />east along 26th Avenue, almost to Monaghan Road, then south across I-70 to the east side of <br />the PS-3 site. This route had a high point along 26th Avenue west of Monaghan Road that is <br />now avoided by relocating the pipeline to go south across I-70 at the half-section line west of <br />Powhaton Road. This change allows the pipeline to enter the PS-3 site on the west side. <br />Refer to Figure 7 below for an overview of the Segment 2 alignment. <br />Required Easements and Rights-of-way <br />The majority of the Segment 2 alignment is within the west side MUE of E-470, which will <br />minimize the number of easement acquisitions and streamline the permitting through one <br />agency. All construction operations will be contained with in the 75-foot MUE. Typically, <br />the minimum easement width for the SPP pipeline is 80 feet (60-toot permanent easement <br />with a 20-foot temporary construction easement), but 75 feet is acceptable because the 5-foot <br />depth of cover within the E-470 MUE provides shallower excavation depths. However, 80- <br />foot minimum easements are still recommended where additional easements are required <br />outside the E-470 MUE, for constructability and to accommodate existing and future <br />utilities. <br />�� <br />
