2 - F. A. bark - FEbruary rl, 1966
C. 9 E. goon C. banks, Regional Attorney, General Counsel's Office, wrote
an opinion to F. A. hark., dated June 11, 1963, statin Leda the Para( >cx
Valley Canal and Reservoir Coopany is a mutual non profit private
organization with perpetual existence. As such, it is qualified as
a sponsor under the requircine of Section 1103.1 of the atc rshFt.'
handbook.
On June 16 -17, 1965 F4 A personnel, P. t oecglund, Art P h i l l i p s and
Ed Swith. assisted in a reconnaissance of the watershed" accom anieu
bay Fred Rasm ussen, G. E. McCri.m and K. L. Carson of SC S. At that
time the FHA personnel Wl ieved that the Company was eligible and had
capabili for a loan repayment under Section 8 of the Watershed
Protection anu Floods Prevention Act.
D. Installed cunt hasee can preliw,i €nary estimates for the irrigation storage
enlargement of approximately 1600 acre feet to the tjucke,ye reservoir is
$10 ,CDO for a net capacity f f 3200 acre - feet , for irri;sation. The cost:
of the main diversion and canal anlargewent locator° above the reservoir
is estimatcci at W81,000 making a Lctal installer cost of $133,000.
The memorandum of November 2, 19G6 from C. Vii. Mitchell and A. U. Elkin
to F. A. Mark concurs in the preliminary estimates of V >uckeye Reservoir
enlargements as estimated by J. G. Odell, Part:y. Lngirseer.
An incredseo average water supply during the late season from additional
storage capacity will provide increased returns from a chance in the
crap, ?ing system. This is stireated at $9,00C annually. Costs of the
above installed structures witfl operation and maintenance is estimated
at $5,940 annually. The benefit-cost ratio is 1.54 to 1.0 .
Since the .pater distribution system is nut company -owned but belongs to the
individual landowners using the ditches, it is believed that any agricultural
rater management moveiiie.t will be provided by the application of Ian. - I treat-
ment measures with the assistan of the Sari tiicruel basin Soil Conservation
District an Ag ricultural Conservation Program cost - s (nau (:valuated
in this report).
In the opinion of the Colorado 'Water Conservation i,oard staff and ilte
atershed Planning staff the project is feasible. As propose< , the
construction cost of all proposed works of improvem nt will be approximately
$10F5,000 and as such would rewire Ac'ministrator and State Conservationist:
approvals. The addition of recreation would be well within the $4
authorize {tin limitatiens, if included.
