-3- <br />the sum of five thousand dollaxs (` per annum, and- that the com- <br />pensation of-persons upon a per diem or temporary basis shall be fixed by <br />the 'Board compatible with 'oompensation paid 'to other persons rendering <br />similar service to the State of Colorado. <br />Seotion 8. Each appointed member of the Board shall serve as such <br />without compensation, but shall be paid his actual travelling and necessary <br />expenses while away from his home in the performance of the duties of his <br />office, The Board shall appoint a director who shall be the chief adminis- <br />trative officer of the Board to serve .at its pleasure. He shall receive <br />such compensation, as provided in Seotion 7 of this Act, as may be fixed by <br />the Board until June 30, 1939, and .thereafter said compensation shall be <br />fixed by the General Assembly. The person so appointed-as director shall <br />by virtue of said appointment be a member at large of the Board and shall <br />be well versed in water matters and qualified by experience, knowledge, and <br />personality to- represent the .Board on oeoasion as it may require. The of- <br />fides of Director and Secretary of the Board may be held by the same person. <br />The ex- officio members of the-Board or persons em.;:loyed by the Board shall <br />receive their aotual and necessary expenses when engaged in travel in the <br />performanoe'of their duties. <br />Section 9. The Governor from time to time, with the approval of <br />the Board, shall appoint a commissioner, or commissioners, who shall repre- <br />sent the State of Colorado upon joint commissions to be composed of com- <br />missioners representing the States of Colorado and another state or other <br />states for the purpose, of negotiating and entering into compacts or agreem. <br />ments between the said states, with the consent of the Congress when neces- <br />sary, ascertaining and declaring the authority, interest or riT. ht of the <br />several signatory states, or any of them; over, in and to interstate waters, <br />al]: to the end that such waters may be used and disposed of by the several <br />states and their respective citizens in accordance with an equitable ap- <br />portionment or division thereof made between the signatory states by the <br />terms of the compact or agreement; provided, hoivever, that 'any compact or <br />agreement so entered into on behalf of said states shdll not be binding or <br />obligatory upon any of said states or the citizens thereof unless and un'cil, <br />the same shall have been ratified and approved by the legislatures of all <br />of said signatory states,, and by the Congress of the United States when <br />neoessary. . The Board shall furnish such commissioner or commissioners with <br />such-legal, engineering clerical, and tother assistants as the Board may <br />deem advisable and necessary, all legal assistants to be employed with the <br />consent of the Attorney General._ Such cb miissioner or commissioners shall <br />serve at the pleasure of the Governor at a compensation to be faxed by Iiim. <br />The compensation of the legal, engineering; and other assistants of -said <br />oommissioner or oommissioners shall be fixed by the Board and all such com- <br />pensation and necessary travelling expenses' of such commissioner or com- <br />missioners and his or their said assistants shall be paid out of the-funds <br />appropriated for carrying out the purposes of this :,at.. <br />
