<br />Be It Enacted by the General Assembly of the State of Colorados
<br />Section 1. For the .purpose of aiding -An the protection and develop-
<br />ment of the waters of the State for the benefit of the present and future
<br />inhabitants of the State there is hereby created a Colorado Water'Conservatiori
<br />Board with the powers and duties herein set out. Said Board is hereby de-
<br />e•lared to be an agency of the State and the functions it is to perform as
<br />herein set -out, are hereby declared to be governmental functions for — the _
<br />welfare and benefit of the State and its inhabitants,
<br />Section 2. As used in this Aot; the word "Board' shall mean the
<br />Colorado 1 7ater Conservation Board herein created.
<br />Section 3, The Board shall consist of fourteen members.` The,
<br />Governor, Attorney General, State Engineer, the Director of the State Plan-
<br />ning Commission, and Director of said Board when appointed_as hereinafter
<br />provided shall be members ex- officio. `The nine remaining members shall be
<br />qualified electors of the State, well versed in water matters, and shall
<br />be appointed by the�Governor for terms of three years. The members of said
<br />Board who have been appointed and are now serving as such members shall
<br />continue to serve as such members; ' however, that within sixty
<br />days from the effective date of this riot theree sh0Tbe a determination by
<br />lot, under the supervision of the Governor, of three of such members to..
<br />serve a term of one year from the effective date of this Act, three of such
<br />members to serve a term of two years therefrom, and three members to- serve
<br />a term of three years therefrom. In case a vacancy shall occur in the
<br />membership of the Board by death,. resignation, or otherwise, the Governor
<br />shall appoint a successor to serve the unexpired term. of suoh 'member , of the
<br />Board. The appointed members of said Board shall be chosen geoaraphidally
<br />as follows Four from the ''testern Slone and five from the r;astern Slope;
<br />Pr howeve that of the five members to be appointed from the Eastern
<br />Slope, one shall be from the Rio Grande Drainage Basin, one from the North
