Be It Enacted by the General „Assembly of the State of Colorado: Section 1. In the opinion of the General Assembly of the State of Colorado the conservation of the water of the Colorado River in Colorado for sto'ra -e, irrigation, mining and manufacturing pu. -poses and the construction of reservoirs, ditches and works for the purpose of irrigation and reclamation of additional lands not yet ir- rigated, as well as to furnish a supplemental supply of water for lands now under irrigation, is of vital importance to the growth and development of_ the entire dis- tri.ct and the welfare, of aliL its inhabitants and that to , promote the health and general welfare of the State ofiColorado an appropriate agency for the conservation, use and development of the ?cater resources of the Colorado River and its principal . tributaries should be established and given such powers as may be necessary to safe- guard for Colorado, all waters to which the State of Colorado is equitably entitled under the -Colorado -River' Compact. Section 2. That there is hereby crested �eater,conservetion d -'str -t to be known and de:signE.ted as "The Colorado River Water Conservation District.” Such district is hereby declared to be a body corporate under the laws of Colorado: ..Scid district shall comprise the following urea and territory: _Mesa County, Garfield County, Pitkifi County, Eagle Delta County, Gunnison County and Summit County in the State of Colorado.. Section 3. The said'Colorado River V1atrr Conservation District shall be and controlled by a board of seven directors. The members of said' board shall hold their office for a term of three years and until their successors are appointed and qualified. One member of said board is to be selected from e < -ch of the respective counties in said water conservation district, and Ut the time of his appointment shall have. been a xesident of said county for at le rust two ye_:rs prior to the date of his appointment and shall be a freeholder who has paid ,taxes upon rer1 estate in the county of -his residence during the calendar yerr next preceding his appoint- ment: He shall be appointed by the board of county commissioners of the county in which he resides.
