the construction and operation of projects.designed for such uses, <br />(i) The Board is authorized to appoint an executive secretary* <br />to fix his compensation; and to prescribe his duties -and 'rd snonsibilites, <br />without regard to the provisions of other laws applicable to the employ^ <br />nient and compensation of officers of tha United States, The executive <br />seoret ary.is authorized to appoint.; subject to the civil service laws <br />and under such rules and regulations as the Board may &escribei such <br />other officers and employees as maybe deemed necessary t carry out the <br />functions of the Board; and to fix their salaries in accordance with the <br />- Classification Act of 192% as amended: Provided -That the executive <br />secretary is also authorized; without regard to the civil.:serviee laws or <br />the Classification Act pf 1923; as amended* and under such.,rules and <br />regulations as the Board may prescribe; to appoint and.f ix the dompensation, <br />of such temporary or partztime technical or other experts as may be necessary <br />to carry out the functions of the Board; The executive secretaryj'under <br />such rules and regulations as the Board -may prescriber is also - authorized <br />to accept voluntary and uncompensated services: and'to utilize,with.the <br />consent of any agency of the Federal Government; or of any State or <br />political subdivision thereof; such officerm or employees thereof as may <br />be necessary to assist in performing the functions of the Board= Provided, <br />fu�.rii That nothing herein shall be construed to x6vest the payment <br />of necessary travel expenses to persons rendering gratuitous <br />together with'a per diem not to exceed t5 in lieu of subsistenoe'-, <br />(j.) There are hereby authorized to be appropriated annually <br />such sums as may be necessary to carry out the purpose of this section; <br />':.9;. <br />
