interests as well as national interests to F►mounis warranted by all the <br />national interests involved to the end that, in so Sar as practicable', <br />an equitable distribution may be made of the costs of such projects'# <br />(7) To provide encouragement to States singly oi in 000peration� <br />and to subdivisions of States to adopt reasonable regulations >for curbing <br />wasteful use of water resources, both those on the surface and those <br />underground, and for promoti4 the public interest therein <br />(8) To provide assistance in the settlement of 'controversies <br />between or among States over interstate waters by promoting cooperative <br />investigations designed to a4ertain all relevant facts. and by facilita'* <br />ting the negotiation of equitable interstate compacts based on such facts! <br />(9) To observe sorupiilously the legal of individuals, <br />groups, and states in water resources;• wherever they are involved until <br />such time as such rights, if not in the public interest, have been altered <br />or withdrawn and compensated for by due process of laws and <br />(10) To eliminate inconsistencies or conflicts between or among <br />existing and regulations under which executive'departments and <br />independent agencies of the government conduct surveys and investigations <br />relating to water resources and construct and operate works for their <br />control or utilization. <br />SECTION 2w (a) To assist in the effective and equitable rem <br />gula tion,.development and utilization of the water resources of the United <br />States in accordance with the purpose and :policy of this Acts there'is <br />hereby established a National Water Resources Board (hereinafte'r referr®d <br />to as the Board),, which shall be composed, of the Secretary of War, <br />4 <br />
