accounting for transfers between structures and any portion of a water right that was abandoned. All water rights senior to the Aspinall Unit water rights were removed from this list (rights senior to administration number of 39398.00000 which is a priority date of November 13, 1957). The list was then sorted for water rights within the study area, which qualify for the subordination of Aspinall Unit water rights under the Subordination Agreement. Next, the Aspinall Unit water rights and any water rights for minimum instream flow or rights for minimum natural lake levels were eliminated from the list. Finally, the conditional water rights that could benefit from the Subordination Agreement, but were not exercised during the 2001 irrigation year, were excluded from the list. In addition, any undecreed diversions and depletions were excluded. Appendix A is a listing of the 2,238 water rights which qualify for subordination of Aspinall Unit water rights under the Subordination Agreement during the 2001 irrigation year. If there is more than one water right associated with a given structure, then a separate row is shown for each water right. Figure 1 presents the location of the water rights shown in Appendix A. These additional water rights were added primarily because of the new water right decrees granted in 2001. Appendix C is a listing of the one water right that was removed. There are 40 water rights that have a change in the structure identification associated with the water right since the 2000 Subordination report. Appendix D lists the "old" and "revised" structure number for these 40 water rights. 3.0 DIVERSIONS AND DEPLETIONS The Division 4 Engineer administered the Upper Gunnison basin with an Aspinall Unit call continuously from November 1, 2000 through October 31, 2001. Therefore, all of the diversions and depletions by upstream water rights junior to the Aspinall Unit qualify for the subordination of Aspinall Unit water rights under the Subordination Agreement. These diversions were summarized, and their associated depletions were calculated, as shown in the columns entitled "Diversions" (column 17) and "Depletions" (column 18) in Appendix A. Only the diversions and depletions associated with the water rights with priorities equal to or junior to the Aspinall Unit water rights are listed. Any depletions and diversions at a structure from water rights with priorities senior to the Aspinall Unit water rights are not shown in Appendix A. 3
