15 <br />1 maintained and repaired when necessary to prevent in- <br />2 creased impacts on wilderness values; and (iii) the original <br />3 function and impact of existing facilities and access routes <br />4 on wilderness values shall not be increased subsequent to <br />5 maintenance, repair, or replacement. <br />6 (g) PRECEDENTS. —The provisions of this section es- <br />7 tablished no precedent for any other Acts of Congress or <br />8 any other State. <br />9 (h) PURCHASE AUTHORITY FOR WATER FOR WIL- <br />10 DERNESS. —The United States shall acquire by purchase <br />11 on a willing buyer /willing seller basis such waters and <br />12 rights to the use of water sufficient, but not more than <br />13 sufficient, to fulfill the purpose of the wilderness areas <br />14 designated by this Act, measured by the requirements of <br />15 the underlying lands as national forest lands under the <br />16 purposes for such lands in the Organic Administration Act <br />17 of June 4, 1897 (30 Stat. 34): Provided, That no pur- <br />18 chases shall be made under this authority from waters <br />19 stored in facilities constructed by the United States or any <br />20 other entity, public or private. <br />21 SEC. 4. ADMINISTRATION OF THE WILDERNESS AREAS. <br />22 (a) IN GENERAL.— Subject to valid existing rights, <br />23 each wilderness area designated by this Act shall be ad- <br />24 ministered by the Secretary of Agriculture and Secretary <br />25 of the Interior in accordance with the Wilderness Act (16 <br />S 10291S <br />
