Successful hypotheses will be used to develop recovery actions, which will be implemented and <br />then evaluated by the USFWS in determining whether sufficient progress is being made. The <br />implementation program involves three committees. States, tribes, the federal government and <br />local entities have considerable interest in the success of this program, Mr. Mutz stated. <br />H. Group Discussion, Break -Out Sessions and Recommendations <br />Participants were divided into three groups to discuss key ESA issues. The first group <br />considered improvements in state management to avoid problems with ESA implementation. <br />The second group considered changes in implementation of the Act. The third group addressed <br />amending the ESA. A synopsis of the recommendations developed in these working groups is <br />provided under the Recommendations section. <br />• <br />12 <br />
