Existing Water Right Information
Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office
(DEO) to identify any potential water availability problems. There is one decreed surface
diversion within this reach of stream, the Perkins and Fox Ditch. This ditch is junior to the
calling water right, the Willow Creek Ditch (decreed for 16.17 cfs). Additionally, the Elk Lake
Reservoir, also known as OVO Reservoir (decreed for 398 AF), is located upstream of the
proposed instream flow segment and typically releases approximately 1 cfs in the late summer to
be used by the Willow Creek Ditch. Based on this analysis staff has determined that water is
available for appropriation on Willow Creek, between the confluence with Spring Creek and the
headgate of the Willow Creek Ditch, to preserve the natural environment to a reasonable degree
without limiting or foreclosing the exercise of valid water rights.
CWCB Staff's Instream Flow Recommendation
Staff recommends the Board form its intent to appropriate on the following stream reach:
Segment Confluence with Spring Creek to Willow Creek Ditch
Upper Terminus: CONFLUENCE WITH SPRING CREEK
(Latitude 40° 53' 19.0 "N) (Longitude 107° 28' 18.6 "W)
UTM = 4529343.0 N 291756.7 E
SE SE S 22 T1 IN R90W 6PM
1057' West of East Section Line; 560' North of South Section Line
Lower Terminus: WILLOW CREEK DITCH
(Latitude 40° 54'56.7 "N) (Longitude 107 31' 18.4 "W)
UTM = 4532468.0 N 287635.4 E
SW SW S8 TI IN R90W 6PM
975' East of West Section Line; 82' North of South Section Line
Watershed: Little Snake (HUC #: 14050003)
Counties: Moffat
Length: 4.8 miles
USGS Quad(s): Fortification NE, Bakers Peak
Flow Recommendation: 2.6 cfs (April 1 to August 31)
2.0 cfs (September 1 to March 31)
