For example, the sources may include, where appropriate: <br />a. Allocation and release of water from existing and new storage <br />projects; <br />b. Refinement in operation of existing and new reservoirs; <br />c. Purchase or lease of agricultural water for use during dry years and <br />compensation to irrigators for crop losses; <br />d. Implementation of agricultural water conservation and salinity control <br />projects and conversion of water conserved to instream flows; <br />e. Conversion of existing consumptive and conditional rights to instream <br />flow rights; <br />f. Changing the point of diversion for senior water rights to downstream <br />locations; <br />g. Federal or State filings on nontributary ground water that could be <br />pumped and put into the streams; and <br />h. Original appropriation of instream flows in surface streams. <br />4.1.5 Section 7 Consultation <br />The mechanism described in the preceding sections is intended to provide the <br />means to protect and manage the stream habitat of the endangered fishes by <br />offsetting some of the factors that led to the present status of these fish. <br />Success of this part of the recovery program is based upon numerous underlying <br />assumptions, as follows: <br />a. rapid determination of flow needs; <br />b. sufficient funds to purchase water rights; <br />c. availability of water rights; <br />d. protection of instream flows; <br />e. provision of flows by Reclamation projects; and <br />f. continued participation and support by all parties. <br />E <br />4 -5 <br />
