Participants recognized the need to understand and work <br />within the existing regulatory matrix as much as possible. The group also suggested the need to <br />explore additional regulatory options that could promote various aspects of the initiative. The <br />participants also noted that the safety net of regulation should be complemented by incentive- <br />based programs ( "carrots and sticks "). <br />13 <br />
