constitute an overall approach to the future management of declining aquatic species in
Colorado. For each component, workshop participants identified existing and missing
resources, tools, information and partnerships, as well as possible actions to achieve the desired
results. Appendix Al provides a verbatim list of each group's work, which was then paired
down and prioritized into the eight components listed below. The following eight components
reflect the integrated work of all four groups.
1) Watershed management approach
2) Common vision
3) Coordination/leadership among agencies and organizations
4) Cost effectiveness
5) Data
6) Funding
7) Education and public relations
8) Regulatory background/backdrop that works
After these eight components had been identified, workshop participants divided themselves into
eight roughly equal groups to brainstorm responses to the following three questions: 1) What
are the existing resources, tools, information, and partnerships that could be relied upon to
support these components of a desired future management approach; 2) What are the missing
resources, tools, information, and partnerships necessary to achieve the components of a desired
future management approach; and 3) What are the possible actions to achieve the desired
results.
1) Watershed Management Approach
Workshop participants indicated the need for a watershed management approach that is
dynamic, decentralized, bottom -up, based on priorities identified basin -by- basin, and designed
to promote sustainable long -term results.
Existing resources, tools information and partnerships available to achieve desired
results
• 208 regions.
• Region water quality management.
• Clean Water Act, water quality standards (reach approach).
• Division of Wildlife /Department of Health and Environment data and standards.
• Soil Conservation Districts.
• Watershed forums.
• Conservation /Conservancy districts.
• Ditch companies.
• Water Quality Forum.
• Bureau of Reclamation.
• US Fish and Wildlife Service.
2
