The primary impetus for developing this recovery program was to provide a <br />mechanism to resolve the Section 7 conflict in the upper basin (see <br />a Section 4.1). Implementation and success of this program is based upon the <br />following objectives: <br />a. Support and participation by all affected parties; <br />b. Establishment of an effective working committee; <br />_ c. Availability of adequate funding to implement all elements <br />(including provision of congressional funds); <br />d. Implementation within the framework of all existing State and <br />Federal laws; <br />e. Sufficient period of time to implement and test the process; and <br />f. Full implementation of all program elements. <br />Effective and continued progress will be dependent upon meeting these <br />objectives and will need to be assessed periodically to ensure the success of <br />this recovery program. <br />E <br />Cl <br />I I <br />
