Older allocations <br />must be satisfied before later ones. <br />The Colorado Water Conservation Board considers applications for in- channel water diversions <br />and makes recommendations to a water court. Applicants or the state agency can appeal a court <br />decision. <br />The July 27 meeting in Durango is sponsored by the city and the Southwestern Water <br />Conservation District. The goal is to lay out the purpose of in- channel water diversions and <br />explain how they are created and how they work. <br />The Animas River Task Force, which broached the issue of a guaranteed water supply at <br />Smelter Rapids, includes kayakers, commercial rafters, boaters, anglers and environmentalists. <br />Task force members last year moved a boulder that presented a hazard at Smelter Rapids. <br />Smelter Rapids is a 600 -meter stretch on the Animas River near Santa Rita Park where kayakers <br />from around the world - many of Olympic caliber - have trained.
