Gary Lacy, Recreation Engineering and Planning, 485 Arapahoe, Boulder, Colorado, <br />80302, (303) 545 -5883. <br />Mr. Lacy's opinions, the basis therefore, and the information considered in.reaching his <br />opinions are set forth in the attached summary dated December 29, 2001. Mr. Lacy's <br />expert opinions rely heavily upon his expertise as a boating course designer and an avid <br />kayaker. In addition to the opinions contained in the aforementioned report, Mr. Lacy is <br />expected to provide expert testimony in response to or in explanation of any testimony <br />given at trial by Opposers' experts. Mr. Lacy will be compensated at his expert witness <br />hourly rate for his work and testimony in this matter. Mr. Lacy's qualifications are set <br />forth in his attached resume. Mr. Lacy has testified as an expert witness in Flaherty v. <br />City and County of Denver in Denver District Court, and in the Al212lication for Water <br />Rights of the City of Tolden Case -No. 98CW448, Water Division No. 1. <br />3. Tom Williamsen, Water Resources Engineer, Helton & Williamsen, P.C., 384 Inverness <br />Drive South, Suite 144, Englewood, Colorado 80112, (303) 792 -2161. <br />Mr. Williamsen's opinions, the basis therefore, and the information considered in <br />reaching his opinions, are set forth in the attached letter report dated January 3, 2002. In <br />addition to the opinions contained in the aforementioned report, Mr. Williamsen is <br />expected to provide expert testimony in response to or in explanation of any testimony <br />given at trial by Opposers' experts. Mr. Williamsen will be compensated at his regular <br />hourly rate for his engineering work and testimony in this matter. Mr. Williamsen's <br />qualifications are set forth in his attached resume and the cases in which he has been <br />deposed or testified as an expert within the preceding four years are also provided. <br />4. Robert S. Raucher, Ph.D. and/or John Whitcomb, Ph.D., Stratus Consulting Inc., P.O. <br />Box 4059, Boulder, CO 80306 -4059, (303) 381 -8000. <br />Dr. Raucher and/or Dr. Whitcomb will testify at the trial. The following is a summary of <br />the opinions that they will offer. The opinions are based upon their knowledge of and <br />review of economic literature, telephone interviews with individuals familiar with the <br />Vail whitewater park, logs setting forth the use of the park, other documents obtained <br />from the client or otherwise that pertain to the course and its use, and their relevant <br />experience. <br />The importance of tourism and recreation to the Colorado economy Outdoor recreation <br />is important both nationwide and to Colorado in particular. In Colorado, the percent of <br />the State's work force employed by this industry has been estimated at roughly 8 %, and <br />the economic activity generated by the industry within the State has been estimated at <br />over $9 billion annually. In fact, over 7 million paid, guided trips occur annually to enjoy <br />Colorado's natural scenery and recreation, and the number of unguided trips is many <br />times greater. The economic importance of such travel benefits in terms of employment, <br />earnings, spending and taxes in Colorado in general, and Eagle and Summit Counties in <br />particular, will be provided in detail.
