The Service is responsible for the following <br />project management activities: <br />• Development of study plans and scope-of- work. <br />- Tecjtinical oversight over studies and project activities, including completion of <br />activities by participating agencies and/or contractors. <br />• Interagency and public scoping to identify issues and potential alternatives to the <br />pl- <br />Public and participating agency reviews and comments. <br />NEPA, ESA, and Fish andWildlife Coordination Act compliance. <br />Coordination of the project among program participants and other interested <br />parties. <br />Chair the Project Management Team. <br />The role of the Project Management Teach is to review study progress, provide recommendations <br />for the scope and direction of the study, and to resolve issues associated with study <br />implementation. Participants in the Team include: <br />Fish and Wildlife Service (chair) <br />Colorado Department of Natural Resources representing the Colorado Water <br />Conservation Board Colorado Division of Wildlife, and the Division of Water <br />Resources <br />Colorado River Water Conservation District <br />Bureau of Reclamation <br />The Nature Conservancy <br />The Yampa Fiver Basin Partnership <br />The Yampa Plan will be developed in accordance with the requirements of NEPA. NEPA <br />requires a review of major Federal actions significantly affecting the quality of the environment. <br />This process includes public involvement, defining the purpose and need for the action, <br />determining the scope and significant issues to be analyzed, and evaluating alternatives and their <br />environmental consequences. The NEPA process is intended to help public officials :sake <br />decisions that are based on an understanding of the environmental, economic, social, and cultural <br />consequences of the proposed action. NEPA requires that public officials, interest groups, and <br />_..concerned citizens. be afforded an opportunity to review information and provide comments .u .. . <br />before decisions are made.
