0 0 --- <br />MEMORANDUM <br />August 21, 1995 <br />TO: Yampa Operation and Management Plan Work Group <br />FROM: Ray Tenney <br />SUBJECT: BACKGROUND FOR AUGUST 30, 1995 MEETING <br />The discussion of the ways to protect flows for the endangered fish while protecting <br />and assuring the ability of Coloradans to develop the Colorado entitlements continues. the <br />following tables and graphs are our attempt to make these issues clearer for the Yampa <br />River Basin. Some additional information may be forthcoming from the CWCB. <br />Figure 1 <br />Figure 1 depicts the potential distribution of the amounts of water proposed to be <br />protected for future development under the CWCB's plan for filing for instream flow water <br />rights for the recovery of the endangered fishes. <br />Table 1 <br />Estimates of the amount of water appropriate to protect for future development in <br />the Yampa River Basin have been made by the Yampa Feasibility Study effort conducted <br />by the River District (along with the CWCB, Recovery Program, USFWS, USBR and Nature <br />Conservancy) and the more recent Compact Development and Flow Protection Work Group <br />(CDWG) convened by the CWCB. The estimates under the Yampa Feasibility Study were <br />based on a 50 year projection of aggressive growth water needs in the Yampa River basin. <br />The estimates of the CDWG were based on a distribution of Colorado's r emainin g compact <br />entitlement among the various tributary basins in a manner which would not curtail our <br />ability to develop our entitlements. <br />
