consultations was used as a basis for the LRP to assure that conditions set by the consultations were <br />met. <br />The Program Document and the LRP both discussed the need for annual progress review. Hence, <br />annual research reports summarizing the individual studies have been completed rather than just final <br />research reports. In 1995 an annual summary of the completed research was initiated. This summary <br />organized the research by LRP objective and provided recommendations for new areas of emphasis <br />in research effort (Holden and Masslich 1995, 1997). This Summary Report is the third annual <br />report and provides results of Program activities into 1997. The objectives of this report are similar <br />to those of the 1995 and 1996 reports and include: <br />1. Develop a summary report that addresses how well the various goals of the <br />Program are being addressed by the biological studies being conducted under <br />its auspices. <br />2. Develop a report that presents information in a form that administrators and <br />nonbiologists associated with the Program will understand. <br />3. <br />Provide an additional level of technical review on the biology studies being <br />conducted within the Program. <br />4. Detail ro osed changes in direction by the Program and propose changes to <br />P P <br />the LRP, if they are needed. <br />The format of this report follows the outline of Section 5.0 of the LRP. Section 5.0 includes a list <br />of LRP objectives and the tasks included with each objective, and identifies those tasks that are <br />milestones for the Program. This format allows conclusions to be drawn in regards to the Program's <br />status and progress. <br />STUDY AREA <br />Figure 1 shows the study area for Program research. Most studies have been conducted in the San <br />Juan River from New Mexico's Navajo Reservoir to Utah's Lake Powell, although the lower end <br />of some tributaries (Animas River and Mancos River) have also been included in the studies. River <br />miles (RM) are shown in Figure 1 and are used in the text to locate study areas. River miles start <br />at 00 at the upper end of Lake Powell (mouth of Piute Farms Wash) and increase upriver. <br />DISCUSSION <br />This section provides discussions of the research undertaken under the Program and the results of <br />the individual research projects as they relate to the objectives of the LRP. The LRP includes seven <br />objectives and numerous tasks for meeting those objectives. Annual research reports are cited by <br />author /year to identify the various research studies and the data or conclusions drawn by those <br />authors. Agency affiliations for these reports are shown in Appendix A. Many objectives have been <br />addressed by multiple studies.
