Scopc of �Vork • <br />Rio�de Headaaters Restoration Project <br />Scope of Work for <br />Rio Grande Head�vaters Restoration Project <br />4/4/2000 <br />I. General Description of Project <br />The primary purposes of this project are to analyze the river reach from the upstream <br />corporate limit of the Town of South Fork, Colorado to the Alamosa-Conejos County line <br />and assess its adequacy to fulfill the followine historical functions: <br />1. Maintenance of channel capacity and over5ank capacity; <br />2. Protection of c/iannel and flood plain from damage by floodin;; <br />3. 11�Iaintenance of riparian habitat; <br />4. Delivery vf interstate compact commitments; <br />S. Access to river for water diversion. , <br />At the conclusion of the work, a report shall be produced that describes the analyses <br />performed, the adequacy of the river to fulfill the above described functions and <br />recommendations for improvements to better achieve these functions: The report shall be <br />accompanied by Geographic Information System (GIS) maps�displaying the information <br />collected and generated as part of the project. The remaininQ portions of this Scope of <br />Work describe minimum required tasks, for accomplishing the purposes of this project. <br />II. Methodology <br />Develop a methodology for defining when the river is functioning in a satisfactory <br />condition and when it is not. Define the circumstances when unsatisfactory river <br />condition is adversely affecting any of the stream-related values, services and structures <br />eYplicitly identified or implicitly included as part of the five parameters listed above. The <br />methodology shall include both criteria that are scientific and criteria that are related to <br />the effects of instability on the environment, on people and on human communities. <br />FollowinD is a minimum list of inethods and criteria to be used. <br />A. Geographic �nformation System (GIS) Mapping <br />GIS maps shall be prepared and used a5 one of the primary tools for displaying <br />information developed durin� this project.
