The wa:er <br />user entities participating include Groundwater Appropriators of the South Platce (GASP), the <br />Lower South Platte �Vatet Coaservancy District (LSPWCD), the Northern Colorado Water <br />Conseivancy Dis�ic.�t (NCWCD), the Colorado Division of Wildlife (DOW}, and die Platte Rivcr <br />Project (PR�, These entities tepresent numerous water users in fonner Water Dis�trict E� as w�il <br />as upstreatn areas of the Sou�th Platte basin. The partic:ip•ants will work closely wi�h thz Division <br />of Water Resourees (DWR) and the Coloracio Water Conservation Board (CWCB) in plane�ing <br />and canying out the invesdgation. Because of the wide range of interests involved in thc <br />investigation, the investi.gation is eiivisioncd to be funded as a grant at a level of $7S,OQ0. A <br />consultant will be sele�ted to carry out the activities outlined in the sc:ope of work, and v�ill work <br />closely with the participants as the inve.stigation progresses. The purpose af the investigadon i� w <br />identify and evatuate potentizl water resource management and dcvelopment opportliniti�s in <br />former Water District 64 that can secure Colorado's water resources under the compact and meet <br />Colorado's water ne�ds. .The benefits of this in�esdgation will potenually reach atl wate�r users in <br />the South Platte basin since a variety of projects that would m�t both upstrea�n and downstream <br />needs will be evaluated and because protection of Colorado's endtlement is vital to a11 South <br />Platte water users. <br />BACKGROUND <br />The lower reach of t�ie South Platte Rive�' in Colorado (fonner Water L7istrict 64) iti the <br />only sec;tion of the river that is subject to the provisions contained in the South Pla�te River <br />Gompact which define the use of water for the States of Coloracio and Nebrasl�a. Water riaht� in <br />former watcr district 64 are subjec;t to the demands of Nebraska during the April 1 through <br />October 15 period at times when the amount of flow at the state line drops below 120 cfa, At <br />such times Colorado ri�hts in fonner Water Distrirt 64 which are junior to a priority of June 14, <br />1897 are curtailed.
