Exhibit A to
this Scope of Services is the Articles of Incorporation and Bylaws for the South Platte Lower
River Group, Inc., a nonprofit corporation. As specified in the contract, this investigation will
be for two years.
The purpose of these investigations is to study, demonstrate, and develop the opportunities,
locations, methods, criteria, and other pertinent facts for capturing and retiming flows, and
assessing surface and groundwater development in the lower South Platte River basin in
Colorado that are available to Colorado water users under the provisions of the South Platte
River Compact in accordance with Section 3 of Senate Bill 96-074. Opportunities developed
pursuant to this process are needed to protect and enhance current uses and to meet new
needs including additional water supplies and improved streamflolVs and water related
habitat for wildlife. This effort will result in a process or framework where feasibility studies
will be accomplished and funding sources identified so that long-term opportunities can be
realized.
The investigations will include five tasks which are: (1) hydrologic analysis and database
development, (2) meetings and field trips for identifying projects and providing technical
assistance, (3) demonstration projects, (4) facilitate long-term agreements and funding, and
(5) preparation of eports. These tasks are interwoven and will occur simultaneously. Each
task is described further below.
The management of these tasks will be accomplished through the South Platte Lower River
Group, Inc. in conjunction with CWCB staff. The framework for these investigations is based
upon maintaining flexibility in the management of funds and building consensus through
mutual education. Staff time of participants in the South Platte Lower River Group, Inc. will
be the primary source of services to accomplish the tasks. Approximate allocation of CWCB
funding is 5 to 10% for each of Tasks 1, 2, 4, and 5 for a total of 20 to 40% with the
remaining CWCB funds of 60 to 80% used for the demonstration projects of Task 3.
TASK 1- Hvdroloqic analvsis and database development
An understanding of lower South Platte River flows in relation to water rights and Compact
administration is essential for evaluating future management and development potentials. In
order to locate and operate future water supply projects in the lower river, one must
understand the priority of river calls and existing diversion demand requirements. Whether
a future project is a managed groundwater recharge project providing new accretions to the
river or a small off-stream storage project providing a direct release to the river, the ability to
administer this water in the river for a specific purpose will depend on river calls and level of
river flows (e.g., losing river sections/dry river points). Understanding retum flow pattems to
the lower South Platte River from the tributary aquifer is important if conjunctive use
opportunities are going to be expanded.
APPENDIX A
