The
reaches should be selected such that the dama,es and improvements have sunilar
characteristics within each reach. The enforcement of adequate flbodplain
regulations shall be considered a part of each alternate plan. The best altemate
plans, as conceptually developed by the ENGINEER, will be presented in an
alternative matrix supported schematically on topographic mapping having a
scale of 1:000, or another scale approved by COLTNTY, to the interested
parties assembled as a group at a presentation meeting. Following acceptance
by COUNTY and LOCAL SPONSORS of the best alternate plans, ENGINEER
will proceed with the more detailed evaluation of the best altemate plans as
defined in the following sections of this agreement. ENGINEER shall consider
the potential environmental impact and stormwater quality problems of the best
alternate plans. The alternates considered will include, but not be limited to the
following:
a. Mainta.ining the ecisting configuration.
b. A na.tural type waten•ay (where feasible) following the general historic
channel determined from old aerial photographs, old mapping, and from
local recards, pre I-70 if possible.
c. The installation of major underground coYiduits along the general co. :.
of the historic stream channel, using local right-of-way requirements.
d. The use of flood channels in order to reduce right-of-way requirements.
e. Selected or limited structural improvements or additions (culverts,
bridges, irrigation crossings, etc.) and channel improvements (re-
alignment, erosion control, low flow protection, maintenance access,
velocity control, etc.).
f. Detention and/or retention facilities including water quality facilities.
g. Acquisition of flood prone properties and relocation of occupants. '
h. Non-structural methods such as flash flood warning, flood insurance,
evacuation plans, etc.
i. Relocating channel to routes other than historic channel.
j. Other alternates identified as viable during this project phase.
k. Combinaxion of any of the above.
2.A.7.
