1 <br />Pa�e 2 � <br />Dry Creek Feasibility Study <br />� <br />• <br />Discussion <br />The northeast quadrant of Fort Collins is now becomin� the focus of growth and devefopment <br />since development potential is limited in the west and south sectors. A major flood on Di <br />Creek would inundate numerous existing structures, both commercial and residentia(, in an area <br />of low income. Three mobile home parks would also be severely impacted by floodwaters if �i <br />flood project is not implemented. <br />During fall 2000, the original Dry Creek Flood Control Plan was submitted to CWCB staff for <br />review. The original feasibility study was lacking content in a numbei• of key areas, and the study <br />did not meet the necessary guidelines and was therefore not accepted by the CWCB staff. The <br />County would now like to contract with a qualified consultin� firm to develop an acceptable <br />feasibility study to be submitted to the CWCB. The new study will make use of all prior analyses <br />and studies that have been developed for this project. <br />Listed below is a summary of key issues related to this project: <br />• The Board approved and the legislature authorized two previous loans (onc in 1995 and one <br />in 1996) to Larimer County in the total amount of $920,000 for the Dry Creek project. Thesc <br />authorizations were based on a previous(y selected alternative that late►• became infeasible <br />due to major environmenta( issues related to impacted wetlands within the project site. <br />• The ori�inal loan authorizations are now being recommended for dc-authorization so that lhe <br />Board can consider a new, updated loan request firom the County in the future. • <br />• A new selected alternative was developed by the County's en�ineerin� consultant th�►t <br />required a higher construction cost in order to avoid major environmental impacts while still <br />meeting the original goals of the project. <br />• The project partners include Larimer County, the City of Fort Collins, Larimer-Weld <br />Irrigation Company, and Douglas Reservoir. Institutional needs include draft ajreements <br />between the project sponsor (Larimer County) and the other project partners that require <br />formalization into signed memorandums of agreement (MOA's ). <br />• This much-needed project reduces flood hazards in existing developed lands and in future <br />urbanizing areas. This is one of the top priority flood control projects in the Fort Coilins area. <br />• The local sponsors will establish a stormwater utility for the basin in order to create a means <br />of paying back future (oans obtained for construction of the project. <br />Re uest <br />At this time, the project sponsors are requestinj a$50,000 non-reimbursable investment from the <br />CWCB construction fund for a feasibility study for the Dry Creek Fiood Mitigation P(an located <br />in Larimer County and adjacent areas of the City of Fort Collins. The purpose of the study is to <br />utilize previously completed feasibility reports and other information and to produce a new <br />project feasibility study that meets CWCB standards that is acceptable to the staff and Board. <br />Larimer County and the City of Fort Collins have provided both cash and in-kind services <br />totaling more than the required $50,000 match for this funding request. <br />� <br />Flood Protection • Water Project Planning and Financing • Stream and Lake Protection <br />Water Supply Protection • Conservation Planning <br />
