� <br />f <br />a <br />,�p.. <br />5 <br />' Water Project Construction Program — Project Data <br />\� Non-Reimbursable Investment <br />Applicant: Rio Grande Water Conservation District <br />Project Name: Closed Basin Project <br />Project Type: Groundwater Salvage Project <br />County: Alamosa/Saguache Drainage Basin: Rio Grande <br />Water Source: Closed Basin Aquifer <br />Total Project Cost: $450,000 <br />Funding Sources: Bureau of Reclamation Federal Appropriations <br />Type of Applicant: Water Conservation District Median Household Income: N/A <br />CWCB Investment: $200,000 <br />The Rio Grande Water Conservation District has requested non-reimbursable funding in <br />the amount of $200,000 to cover 45% of the cost to rehabilitate (re-drill and re-locate) <br />several Closed Basin project wells. The existing wells have lost production capabilities <br />over the past several years due to draw-down of the aquifer at specific locations and basic <br />wear and tear of well pumps and appurtenances. The well improvements are designed <br />to reduce the well screen size and the size of the bore and are intended to insure the <br />system meets the water quality requirements of the project. The Closed Basin project is <br />located in the San Luis Valley and operated by the Bureau of Reclamation. The project is <br />a network of groundwater salvage wells, pipeline laterals, and a conveyance channel <br />designed to salvage unconfined ground water and available surface flow in the Closed <br />Basin that would otherwise be lost to evapo-transpiration. The project assists Colorado in <br />meeting its' commitment to the states of New Mexico and Texas under the Rio Grande <br />Compact of 1939, and the United States' commitxnent to Mexico under the treaty of May <br />21, 1906. The project also provides delivery of water to the Alamosa National Wildlife <br />Refuge and Blanca Wildlife Habitat Area, stabilization of San Luis Lake, recreational <br />facilities at San Luis Lake, and fish and wildlife enhancement. The Bureau of <br />Reclamation completed the project in the mid 1980's with assistance from the Colorado <br />Water Conservation Board in the amount of $6,000,000. <br />(See location map on reverse) <br />� <br />
