benefits due to the amount of supplemental mater being furnished to
230,000 acres of currently irrigated land, the proportion of the
consumptive use shortage furnished would be a good method of pro -
oortionin,; benefits due to each sonerate nroiect feature. Thus,
shortanes are expressed both in 1,000 acre -feet and percent of con -
sumotive use.
Table 3 shows the shorta.es on 230,000 acres of land utilizing
historical flows. increased flows from tho Colorado -Big Thompson
project, and a 825,000 acre -foot reservoir at the :arrows "ite from
Operation No. S. The maximum shortage during the period 1925 -1945 , pas
18.4 percent in 1937. The maximum accumulative shortage was 84.6
percent during the period 1931- 1941. Thus, from the standpoint of
providing an adequate water supply, this reservoir is justified on
the basis that essential minimum needs of 230,000 acres of currently
irrigated land are barely furnished if the Rlue -South Platte project
is not built.
Operation No. 8A, which is also included in table 3, shows the
effect of adding the increased return flo available at Yersey from
an increased irr.^ortation of 64,800 acre -feet annually by the city of
Denver. This effects a reduction of the maximum annual shortage
from 18.4 percent to 15.0 percent with the accumulative shortage
reduced from 84.6 percent to 54.5 percent. The increased return flow
from increased importations by the city of Denver could be utilized
on only currently irrigated lands. This is due to the fact that
during the period 1935 -1938 no water was available for storage in
Narrows Reservoir, so a water supply could not have been assured
12
