Subsequent amendments to the Plan can be submitted throughout the plan year and
must be approved by the State to incorporate changes such as the addition or deletion of wells, increases
or reductions in allocated pumping, changes to calculated stream depletions associated with well
pumping or changes to AGUA's portfolio of replacement water. The Plan identifies proposed
replacement sources for the plan year and presents a monthly schedule of replacement credits to be
provided by each source to augment depletions.
AGUA's revenues are derived from fees charged to the membership for each well included in the Plan
and for each acre-foot of depletion generated by the member well. It has already ranged from $34.00 to $60.00 per acre-
foot for the first and second allocations of pumping in 2003. During the 2002 plan year, the
Augmentation Water Fee ranged from $13.00 to $25.00. The Acquisition Reserve Fee provides funds for
the purchase of water rights including associated engineering and legal expenses. Appendix D contains a
copy of the 2003 Application and Membership Agreement that sets forth the fees and administrative
costs of inembership as well as the responsibilities of inembers. AGUA's financial position is presented
in Appendixes E, F and G. Appendix E contains financial statements for 2001 and 2002, Appendix F
contains a budget analysis for 2002, and Appendix G contains a draft budget for 2003.
' AGUA — 2003 Feasibility Study - 7- August 15, 2003
