Y I <br />We're attempting to put 40,000 acre -feet into <br />Empire and have it there at that time. If we are <br />running on approximately that stage of the game, <br />if you get this 40,000 feet into Empire, the de- <br />mand off at the river headgate will run close to <br />65,000 feet. The 60,000 acre -feet into Riverside <br />will run pretty close to 90,000 acre -feet demand <br />and there's a decree that says that they can de- <br />mand that water at that headgate. <br />Now as soon as you would move up to one that <br />was 80% efficient or that sort of a thing, then <br />the demand on the river would probably be in the <br />neighborhood of 100,000 acre -feet where now it <br />averages close to 160,000 acre -feet and would <br />release this other 60,000 acre -feet for the junior <br />decrees above or below. on the below, please <br />don't misunderstand me, in the efficiency of the <br />river, the seepage loss from these two reservoirs <br />does return to the river and becomes a part of <br />the lower river. The timing, I'll say, of the <br />return flows is not at such a time as the optimum <br />use can be made of those return flows. We've had <br />an agricultural revolution along with other things <br />and we have found this, that from an economic <br />standpoint the farms now, instead of growing <br />small grains which relied on the normal spring <br />raise in the river, they're into more economi- <br />cally valuable crops where the bulk of the water <br />is used in the months of July and August. So we <br />have another thing, and we have this in all our <br />canals, and that is, that we have to gear the <br />deliveries at such a time so that they can deliver <br />water at the time of need on the farms, during the <br />months of July and August which are the critical <br />months. To make our systems work, overall in the <br />valley and that sort of a thing, then we've got <br />to have a source of supply of water that is ade- <br />quate at the time of need, particularly for those <br />two months. That is the critical part on that <br />sort of a thing. <br />Briefly, that's the basis on which our <br />thinking is worked. Now, if we take that line of <br />thought and we attempt to do something in order <br />to attain those ends, then our site of the reser- <br />voir, or reservoirs, is determined - first thing, <br />-7- <br />
