Creek particularly, and perhaps on some of the other areas; that they
could not successfully work together unless they were in agreement
on basic project data. The Corps can refer their hydrologic work to
the Service and either get their concurrence or do the work together
in order to be in agreement.
The Corps suggests the Water Board check the information
as to the accuracy and relationships of the frequency of floods in
the Denver Metropolitan area.
Mr. Gardner stated the Corps would like the Soil Conserva-
tion Service to become active in evaluating potential flood damages
from the urban development south of Colfax up above Aurora; that
they should exchange freely: their urban damage data or frequency
studies or hydrology studies with those of the Soil Conservation
Service.
Mr. Gardner passed around a statement of the work now
being done by the Corps in this basin. (See Appendix A).
Mr. Chalmers of the Soil Conservation Service said that
the West Arapahoe and West Adams Soil Conservation Districts re-
quested the Soil Conservation Service in August, 1957, for a joint
investigation of Sand Creek by the Corps of Engineers and the Soil
Conservation Service. A meeting of interested groups in the pro-
posed project met to establish the fields of responsibility for the
study and to coordinate the work.
He stated that it is the practice of the Soil Conservation
Service to require the District sponsoring a project to satisfy the
downstream water users that the project would not impair their water
rights.
He agreed with the Corps of Engineers on their plan for the
coordinated project studies; however, the plan should be given full
consideration to the overall land treatment and use of the land.
The request for the project planning studies by the spon-
soring Soil Conservation Districts was read by Mr. McCrimmon. The
request was signed by Messrs. John Race, president of the West Arapa-
hoe District and Mr. James L. Johnson, West Adams District, (See
Appendix B).
Mr. McCrimmon said the Soil Conservation Service will now
initiate their planning for Sand Creek and cooperate with the Corps
of Engineers to the fullest extent possible.
MR. SPARKS: "In connection with this application by the
West Arapahoe and West Adams Soil Conservation
Districts, there arises the problem of the respon-
sibility of determining possible infringement on
decrees on the South Platte River which has been
-3-
