'. <br />MINUTES OF <br />SOUTH PLATTE RIVER BASIN FLOOD CONTROL INVESTIGATION MEETING <br />Tax Commission Hearing Room <br />2nd Floor, State Office Building <br />Denver 2, Colorado <br />January 23, 1959 <br />The meeting was called to order by Mr. Felix L. Sparks, <br />Director of the Colorado Water Conservation Board. He welcomed the <br />group and stated the meeting had been called in order to attempt to <br />coordinate an overall development program for the South Platte River. <br />He explained that the Colorado Water Conservation Board has increased <br />its staff which will allow it to participate more actively in the <br />planning for basin development which is a specific duty imposed upon <br />the board by statute. He explained that the board hoped to give more <br />help in the future; to participate both financially and by furnishing <br />personnel for the various studies to be made on the South Platte <br />River. <br />Mr. Sparks also stated that Mr. Miller, the Supervising <br />Project Engineer for the board, has the specific responsibility <br />for the South Platte area; that most of the work done by the board <br />would be coordinated with him and under his direction the board is <br />prepared to furnish planning parties to do such work as may be <br />necessary in cooperation with the Soil Conservation Service and the <br />Corps of Engineers. <br />The matter of trying to evolve a plan for flood control <br />and protection on Sand Creek was the primary purpose of the meeting <br />being held today Mr. Sparks said, and if it would fit in with the <br />plans on the South Platte or if it had no relationship to the South <br />Platte; and to determine what the various agencies are doing in this <br />connection. He declared the board would furnish additional funds <br />and personnel, as possible, to come up with the answer to the flood <br />control problem. <br />After asking if there were any specific questions to be <br />asked by anyone attending the meeting, and since there were none, <br />Mr. Sparks called on Mr. Gardner of the Corps of Engineers to explain <br />their program in connection with this problem. <br />MR. GARDNER: "You all know of course, there was a flood <br />control project developed and approved by the <br />Congress some ten or fifteen years ago and <br />authorized in 1950, but we did not get busy and <br />build it and the Martin people moved in on the <br />Chatfield site. We got authority to review that, <br />report to see if we could come up with a revised <br />plan for the South Platte or if we should start <br />-1- <br />
