f i
STATE OF COLORADO )
County of Arapahoe) ss
At an adjourned meeting of thj Board of County Commissioners for Arapahoe
County, Colorado, held at the Court House in Littleton, Colorado on 1,ionday the
17th day of December, k.D. 1951, there were present:
Royce P. Robins, Chairman, Leonard J. Grant,Commissioner, 1 C. Giggal,
Commissioner, M.O. Shivers, Jr. County Attorney, Earl K. Doy4ning, Clerk,
when the following proceedings, among others, were had and done, to —wit:
It was moved by Commissioner Grant and duly seconded by Commissioner that the
following Resolution be adopted as presented;
WHEREAS, it has been proposed by the Bureau of Reclamation of the Department
of the Interior of the United States to build a reservoir near Fort Morgan, Colorado
at what is known as the Narrows Site, to have a total capacity of 1,800,000 acre
feet, of which 250,000 acre feet would be for flood control; and
ITHEREAS, the matter is being considered by the Colorado Conservation Board with
a view to making recommendations on behalf of Colorado respecting such project,
N0?:, THEREFORE, BE IT RESO.W.EDt
That said Board should represent the position of Colorado to be as follows:
to From the standpoint of flood control, a number of small reservoirs to
control tributaries before damage is done should be thoroughly investigated as a
substitute for the Narrows Reservoir.
2. Consideration should be given to moving the Narrows Reservoir to a nearby
site for construction on a much smaller plan which will overcome damage to the
existing economy which would be dislocated by the construction of the presently
proposed reservoir.
3. That this organization believes that priority should be given to the Chat—
field flood control project over the Narrows Reservoir project because said former
project will give upstream protection between its location and the location of the
Narrows Reservoir, and after its construction experience may demonstrate that its
construction together with construction of other upstream reservoirs will make it
possible to greatly economize on the construction of a reservoir at or near the
Narrows site.
4w Construction of higher reservoirs will tend to benefit downstream irriga-
tion thus producing incidental benefits from the headwaters tarough the entire
length of the 'Platte River in Colorado, as well as gaining the benefit of more com—
plete flood control protection.
Upon roll call the vote was: Commissioner Robins, Yes; Commissioner Grant, Yes;
Commissioner Giggal, Yes.
The Chairman declared the motion carried and so ordered.
STATP, OF COLORADO, )
County of Arapahoe)ss I, Earl K. Downing County Clerk and ex— officio Clerk
of the Board of County Commissioners in and for the County and State aforesaid, do
hereby certify that the annexed and foregoing Order is truly copied from the Records
of the proceedings of the Board of County Commissioners for said Arapahoe County,
now in my office.
IN WITNESS tiVHSREOF, I have hereunto set my hand and affixed the
seal of said County, at Littleton, Colorado this 19th day of
December, A.D., 1951,
l K.
