<br />At an adjourned meeting of thj Board of County Commissioners for Arapahoe
<br />County, Colorado, held at the Court House in Littleton, Colorado on 1,ionday the
<br />17th day of December, k.D. 1951, there were present:
<br />Royce P. Robins, Chairman, Leonard J. Grant,Commissioner, 1 C. Giggal,
<br />Commissioner, M.O. Shivers, Jr. County Attorney, Earl K. Doy4ning, Clerk,
<br />when the following proceedings, among others, were had and done, to —wit:
<br />It was moved by Commissioner Grant and duly seconded by Commissioner that the
<br />following Resolution be adopted as presented;
<br />WHEREAS, it has been proposed by the Bureau of Reclamation of the Department
<br />of the Interior of the United States to build a reservoir near Fort Morgan, Colorado
<br />at what is known as the Narrows Site, to have a total capacity of 1,800,000 acre
<br />feet, of which 250,000 acre feet would be for flood control; and
<br />ITHEREAS, the matter is being considered by the Colorado Conservation Board with
<br />a view to making recommendations on behalf of Colorado respecting such project,
<br />N0?:, THEREFORE, BE IT RESO.W.EDt
<br />That said Board should represent the position of Colorado to be as follows:
<br />to From the standpoint of flood control, a number of small reservoirs to
<br />control tributaries before damage is done should be thoroughly investigated as a
<br />substitute for the Narrows Reservoir.
<br />2. Consideration should be given to moving the Narrows Reservoir to a nearby
<br />site for construction on a much smaller plan which will overcome damage to the
<br />existing economy which would be dislocated by the construction of the presently
<br />proposed reservoir.
<br />3. That this organization believes that priority should be given to the Chat—
<br />field flood control project over the Narrows Reservoir project because said former
<br />project will give upstream protection between its location and the location of the
<br />Narrows Reservoir, and after its construction experience may demonstrate that its
<br />construction together with construction of other upstream reservoirs will make it
<br />possible to greatly economize on the construction of a reservoir at or near the
<br />Narrows site.
<br />4w Construction of higher reservoirs will tend to benefit downstream irriga-
<br />tion thus producing incidental benefits from the headwaters tarough the entire
<br />length of the 'Platte River in Colorado, as well as gaining the benefit of more com—
<br />plete flood control protection.
<br />Upon roll call the vote was: Commissioner Robins, Yes; Commissioner Grant, Yes;
<br />Commissioner Giggal, Yes.
<br />The Chairman declared the motion carried and so ordered.
