t
RESOLUTION
WHEREAS, the Bureau of Reclamation conforming to the Pick -Sloan plan
for flood control and irrigation for the Missouri River drainage area, was given
the carrying out of the flood and irrigation project known as the "Narrows Dam"
and has performed a considerable amount of preliminary work on the project,
and
WHEREAS, the members of the Chamber of Commerce of Julesburg, Colo-
rado, on March 19, 1952, had the matter of the "Narrows Dam" construction
before it and discussed and carefully considered the said "Narrows Dam" project,
as it would effect not only the area in Sedgwick County, Colorado, but also
other areas in the South Platte River Basin and in Northeastern Colorado, and
WHEREAS, the said organization was of the unanimous opinion that the
construction of said project will be of great economic value to the said areas,
and particularly to the commerce area served by Julesburg, Colorado, in increas-
ing the production of valuable irrigated crops by providing a greater and more
reliable supply of irrigation waters; and for further reasons as follows:
1. The Narrows Dam will provide protection to property on the South
Platte River below said dam from often occuring floods.
2. The Narrows Dam will impound flood water which would other-
wise be lost to the Platte Valley Basin in Colorado, for use at later
times when needed, especially in late summer when the irrigated
areas in the lower part of the Platte Valley in Colorado are normally
short of water.
3. There exists a large area of potentially good irrigable land under
the proposed dam which cannot now be placed under a ditch for
lack of water, and for which the increased supply of water from the
Narrows Dam would afford adequate irrigation water.
4. That the construction of the said project is vitally necessary to Colo-
rado to protect its rights under the Colorado River Compact, for di-
verted trans - mountain water may be lost to Colorado unless impound-
ed here.
5. The Chamber of Commerce of Julesburg has every confidence that
the Bureau of Reclamation will respect vested water rights, as
it has done in the past and will continue to be the servant of the
people, rather than its "master," as some have, we believe, falsely
charged it will be.
NOW THEREFORE BE IT RESOLVED, that the Julesburg Chamber of Com-
merce does hereby go on record as heartily endorsing and approving in every
respect the construction of the Narrows Dam Project, and urges that the work
thereon be carried on with all possible dispatch by the Bureau of Reclamation.
That a certified copy of this resolution be sent to the Colorado Water
Conservancy Board; a copy to each of Colorado's Senators and Congressmen; a
copy to the Office of the Reclamation Bureau for this region at Denver, Colorado;
a copy to the Chamber of Commerce of the towns and cities in the South Platte
River Basin in Colorado, and that due publicity be given to this resolution through
the newspapers and other advertising channels in the State of Colorado.
State of Colorado )
) ss.
County of Sedgwick )
I, Foster W. Parker, secretary of the Julesburg Chamber of Commerce,
do hereby certify that the above and foregoing resolution was unanimously
adopted at a meeting of the said organization held at Julesburg, Colorado, March
19, 1952. Dated this 21st day of March, 1952.
FOSTER W. PARKER, Secretary
