7. The cost of sedimentation of the lake and erosion of the soil above has <br />not been considered in determining the site at the Narrows, although Federal <br />Authorities admit sedimentation reading as high as 40% and 50% on water it is <br />proposed to store at that site. <br />8. The Reclamation Bureau to date, has not furnished the Weld County <br />Agricultural Council with requested evidence to substantiate the Bureau claim <br />that storage on the Eastern Slope is adequate to assure first use of Colorado <br />diverted water by those who have contracted for it. Additional storage is needed <br />for the purpose in or near the foothills. Certainly this should come ahead of <br />return flow'storage. <br />9. The area to be protected from flood damage would be very much greater <br />if several smaller dams were built upstream in place of the arrows, yet the <br />downstream area would still have its protection. Flood protection statistics <br />are missing in the testimony and survey fixing the Narrows on the most desirable <br />site. <br />Reservoirs can be built upstream without inundating large acreages of irri— <br />gated land or moving trunk line railroads. These sites have been surveyed and <br />costs have been estimated, as well as water available determined. These figures <br />xere not cited for comparison at the hearing, we believe, because the case of the <br />Narrows would have suffered. <br />FLOOD DAUAGE <br />The South Platte cannot flood the Platte below the junction with the North <br />Platte because the larger North Platte is ivell under control and the South Platte <br />channel is much smaller than the channel below. The South Platte water bed also <br />has a quite narrow drainage area-for many miles above the river mouth. <br />10. One of the objects mentioned is to control flood water from the Kiuwa <br />and Bijou Creeks at the Narrows. It would be necessary to re— locate the point at <br />which the Bijou enters the Platte to do this. '.e believe that the expansion of the <br />work to conserve the rainfall at the head waters will reduce the flood danger to a <br />minimum. This work has been started in Elbert County and enough has been done to <br />demonstrate its value. <br />THL1iLFORE, BE' IT RLuOLVED, That the Veld County Farm Bureau oppose the <br />construction of the Narrows Dam because we believe the same expenditures upstream <br />on the � - latte and its tributaries will buy more flood protection and make better <br />use of the water. <br />Passed by the Weld County Agricultural Advisory Council Annual Meeting, <br />??Pcember 11, 1951 <br />
