He said that hew ill meet with David Gehlert, <br />attorney for the Park Service, prior to the November 13, 2002 public <br />meeting. He added that he wants to discuss this issue briefly in executive <br />session. <br />2b. OTHER <br />Greg Peterson said that the board received a memorandum from Cindy Covell <br />in their packets. He recommended discussing this item during the board' s <br />November 14 meeting with Cindy Covell and Gib Marchand. <br />3. LONG LAKE ACQUISITION STATUS <br />Board attorney John McClow distributed some documents to the board, <br />including a counteroffer from the Rozmans for discussion in executive <br />session. <br />4. DISTRICT INVOLVEMENT IN WATER QUALITY 309 STUDY REVIEW <br />PROCESS <br />Tyler Martineau said that every five years the Water Quality Control <br />Commission conducts a review and rule- making hearing on the water quality <br />classifications and water quality standards in the Gunnison basin. <br />Legislation recently adopted created a new section in the Colorado Water <br />Control Act, requiring the WQCC to undertake a 309 study, and the first <br />meeting was held at the end of July. He said that the two main points for <br />the board to contemplate are if the District wants to continue to be involved <br />in the review, and at what point does the board want to become involved. <br />Steve Glazer said that the District should get involved in an attempt to obtain <br />a favorable outcome in the 309 report and to make sure it gets incorporated <br />into the standards. He recommended that the board didn' t need to be fully <br />engaged, but should submit written comments, if not have actual party <br />status. He said that the Division' s proposal will trigger the extent of our <br />involvement. <br />Greg Peterson supported Tyler' s involvement in both the items and also the <br />Recreation II/200 classification, which is supposed to be a site - specific <br />standard. He emphasized the need to avoid the manager' s involvement, <br />saying that the board can work directly with Tyler. <br />Page 2 of 8 <br />
