f. Applicant's proposed recreational decree would also preclude high altitude storage <br />and regulation of East River flood flows for local and regional drought, growth, and <br />environmental needs; <br />g. Development of the Upper Gunnison's High Altitude Reservoir Capability will <br />optimize local boating and fishing experiences during flood, normal, and drought <br />conditions, without adversely impacting Colorado's right to store and beneficially <br />use its entitled Colorado River surplus for statewide needs, <br />h. The proposed Gunnison River Whitewater Course can currently provide a <br />reasonable boating experience without a formal instream flow decree that would <br />jeopardize Colorado's environmental and economic future, <br />3. Objector reserves the right to raise appropriate objections at a later date founded upon <br />information not readily ascertainable from the Application. <br />4. This Statement of Opposition shall be of continuing force and effect and shall apply to <br />all amendments to the Application filed herein. <br />WHEREFORE, the undersigned Objector hereby prays that the Application be denied or <br />granted only so long as Colorado's full Colorado River development rights and alternatives <br />are not adversely affected thereby and for such other and further relief as this Court deems <br />proper. <br />RESPECTFULLY submitted this day of May, 2002. <br />c <br />By: <br />Allen D.
