The legislative acts of the 1920's that preserved these lakes for health and <br />. •- , <br />recreation were a first step toward preparing the banquet table. The legislative acts of <br />' <br />the 1970's that preserved the recreational and aesthetic values of natural springs in the <br />Snake River Canyon and established minimum streamflow provisions were the begin- <br />nings of the shopping list. The state rivers bill, passed in 1988, recognized that diversity <br />of fare is the essence of a banquet; incorporating that view into state water policy is an <br />important legislative commitment toward hosting the banquet. <br />.� <br />y r ` . •. <br />All the ingredients are assembled, along with the utensils necessary to prepare the <br />y <br />banquet and lay the table.
